A lot of artists presented their sets in the community and the ones that received the most votes and were approved by Valve made it to the final collection.

This is because open one treasure will reward you with 2,000 battle points, which is equivalent to 2 battle pass levels. Similarly, opening 6 treasures grant 6,000 points (6 levels) and opening 13 treasures will provide you with 24,000 points, which is equal to 24 levels. In total, you can unlock up to 32 through opening the treasures.
